Knowledge And Experience Title
• University graduate in development studies/humanitarian education/teaching • At least 1year work experience with Education projects/programs or teaching in a public/private capacity • At least 1year experience of working with National Partners in Iran, • Previous experience of working within project management framework; delivering against project outputs and targets • Demonstrable experience of working in a team • Demonstrable ability to learn quickly, and lead a program to achieve stated results and objectives; • Ability to effectively represent Relief International and its interests to key stakeholders; • Willingness and ability to travel throughout the Islamic Republic of Iran • Fluency in both Farsi and English writing and speaking is essential; Dari desirable • Previous experience of working in a humanitarian organization desirable • Microsoft Word, Excel, Outlook skills essential; Access desirable

Position: Education Project Officer

Location: Yazd, Islamic Republic of Iran – with travel to other project locations (Tehran and Mashhad)

Duration: One Year – with possibility of extension

Reports to: Senior Project Manager

Position Summary: The Education Project Officer will directly report to and be technically supervised by the Senior Project Manager in Tehran to implement the Education Project aimed at supporting Afghan children aged 6-12 be ready to enter Iranian Primary schools in Iran. The PO will be responsible for overseeing outreach within communities and working with teams to ensure that project objectives are on track, indicators and targets are achieved, and project impact is ensured. S/he will also support monitoring project progress, and lead on partnership management and accountability. S/he will be required to work constructively with colleagues across the field and country team. The PO will be the focal point in Mashhad for concerned government agencies, ensuring that project objectives delivered by partners are on track and that capacity building plans are developed as and when required. The PO will be expected to travel to target neighborhoods and possible travel outside base location, to monitor project activities, participate in community mobilization and delivery of project activities. The PO is expected to be fluent in English and Farsi.

ESSENTIAL JOB FUNCTIONS

Program Implementation: (70%)

• Coordinate implementation of the Education activities within the scope of the project, as directed by the Senior Project Manager. • Work in partnership with Education Project Officers in Tehran and Mashhad, sharing best practice and lessons learned where appropriate and directed by Senior Project Manager. • Support the design and roll out of the community mobilization strategy, including hiring volunteers and analyzing data from current RI projects. • Be involved in community mobilization, sensitizing the target community on project outputs and deliverables and facilitating/supervising/partaking in training for national partners and volunteers • Support the recruitment of required staff for project implementation, as directed by the Senior Project Manager • Support the supervision and successful analysis of and interventions within Non-Formal Education (NFE), Accelerate Education Program (AEP), and homework clubs in collaboration with Senior Project Manager • Support all procurements as per RI and donor standards and policies, if any, included in project activities, develop procurement requests and coordinate distribution of school kits and equipment

• In consultation with Senior Project Manager, organize and develop implementation work plans, and monitor activities and their contribution to achieving program deliverables at the field level with RI and Partner staff. • Maintain, monitor and measure project implementation data entry, keeping the Senior Project Manager informed at all times. • Ensure all education project activities are in line with government strategy and that permissions and approvals from BAFIA and partner government agencies are in place; participate in government meetings and take minutes ensuring timely dissemination • Be the contact person and provide oversight for project implementation conducted by other actors or partners in Tehran and other implementing stake holders, including developing and facilitating training and capacity building plans as and when required.

Monitoring and Evaluation: (25%)

• Participate in needs assessments and program development activities in location and across Iran, as directed by the Senior Project Manager • Document significant change stories, project lessons learned and best practices • Work with the M& E team and Senior Project Manager, support the development of project reports, including writing and providing data analysis to donor requirements in a timely manner. • Work with M&E Team, support the data-entry and analysis of project information, as assigned. Develop charts, statistical reports and data-bases as required by Senior Project Manager • Technically review the project data on a regular basis, as directed by the Senior Project Manager • Conduct monitoring visits to project locations; develop field visit reports and action plans and following up on any actions.

External Coordination and Communication: (5%)

• Maintain good relations with project beneficiaries, partners and stakeholders and monitor contracts and agreements when necessary • Coordinate closely with the Senior Project Manager, Global Education Technical Advisor, and other technical staff and operational staff to ensure project activities are integrated into an overall project plan • Participate in NGO, INGO, UN and government meetings, and represent RI as requested in coordination forums related to Livelihoods • Represent the organization external when required and directed by Senior Project Manager
